Residential Refuse and Recycling Rates to Increase Beginning Jan. 1

Beginning Jan. 1, Duarte residents will see an 11.8 percent increase to their monthly refuse and recycling bills.

The City of Duarte’s solid waste services agreement with Burrtec reviews and adjusts rates annually, to be effective Jan. 1. Rates are adjusted up or down based on various cost factors including Consumer Price Index, fuel prices, tipping fees, and State mandates, such as minimum wage increases. Burrtec may request an adjustment more than four percent, when justified.

Over the past year, the factors that make-up the rate have increased dramatically particularly due to changes in the Chinese recycling markets known as the “China National Sword” policy. Prior to January of 2018, the U.S., as well as other countries, have relied almost solely on China to accept recyclables such as paper, cardboard and plastics. Since the introduction of the policy, China has established strict new contamination thresholds, which includes bans on mixed paper and various grades of post-consumer plastics. This shift has impacted recycling programs and is most evident in the sizable increase of cost in processing these materials. Due to this increase, a recycling fee of $1.25, instead of a credit, is now a part of this year’s rate adjustment.

The most common form of service utilized by residential customers is the 90-gallon trash container, 60-gallon recyclable container, and 60-gallon green waste container. This rate will increase from $23.89 to $26.71 a month. Burrtec also requested a slight $0.06 cents increase for residential street sweeping raising the fee from $1.84 to $1.90 per month.

Commercial customers will also experience rate increases. The most common level of refuse service, one 3-yard bin serviced once per week, will increase by $7.83 per month, from $182.78 to $190.61. Commercial street sweeping will also see an increase in 2020 by 12 cents going from $3.54 to $3.66 per month.  

Duarte continues to maintain some of the lowest rates in Los Angeles County.

Burrtec Waste Services began providing franchised refuse collection and recycling services in the City of Duarte in 1996, with the most recent contract extension approved in 2019.
